Background

Nothing is known about Tobias' life before the outbreak started, except that he was married to "Mother."

Post-Apocalypse

Tobias formed and lead a group of survivors based in the Upper Darby, PA area referred to as the "Philadelphia Cannibal Survivor Group."

This group started out like many others, surviving by way of Tobias's resourcefulness and cunning, while still retaining some semblance of their humanity and morality. However, after his wife became ill during Black Summer, Tobias suffered a mental breakdown and led his "family" down the dark path of victimization and cannibalism.

Death

After being tasered by Cassandra, Tobias retreated into the tent where he stored his victims, the partially eaten humans his group had been feeding on. The humans cornered him, and it is belived he is devoured by zombies.

In State of Mine is is however revealed that Tobias is alive has been working for Roman Estes. He leads a team that are mining for the secret ingrediens to make Z-Bizkits. Sending Talkers down to the mine something is killing them down there. As it turns out, a Talker has fused himself with parts found in the dump above, and is now killing everyone he can get his hands on, humans and zombies alike. As Tobias tries to flee with a truck he is caught and looses his arm. He is then left to bleed out on the ground.
