William "Bill" Carney was the President of the United States during the initial outbreak of the zombie apocalypse.
Pre-Apocalypse[]
Bill Carney was the President of the United States of America and resided in Washington, D.C. It is unknown when Carney was elected or what party he is affiliated with. However, he was in office long enough to have been formally granted control of all national weapons systems. He was the last elected President of the United States.

During the initial outbreak, he retreated to the Mt. Weather bunker and continued to helm the government. However, he became zombified sometime during Black Summer, in the middle of a televised address to the remainders of the United States. He was duct-taped to an office chair, placed behind a curtain in the press briefing room, and left there until the events of "Mt. Weather", several years later.
